OUR STORY: A HEART FOR SERVING THE SPECIAL NEEDS COMMUNITY - Evie Valportodesa

    A Place for Special Needs was created to serve individuals with special needs who require understanding, advocacy, and thoughtful placement into environments that truly support their level of care. At its core, the organization exists to ensure that people with disabilities are not overlooked, misplaced, or left without the support they need to live safely and with dignity.       

The heart behind this mission began with Evie Valportodesa, whose commitment to service emerged at an early age. Growing up in Houston, Texas, Evie volunteered through St. Jerome Catholic Church beginning at just eight years old, spending countless weekends and summers assisting in shelters and outreach programs for individuals facing homelessness and hardship. Through these experiences, she learned that true service means meeting people where they are and responding to their needs with compassion and respect. As she grew older, Evie developed a deep connection to individuals living with intellectual and developmental disabilities. This connection was shaped not only by service, but by lived experience.    

Having navigated learning and developmental differences herself, she understood how easily individuals with special needs can be misunderstood, underestimated, or placed into environments that do not reflect their true abilities or care requirements. This understanding strengthened her desire to advocate for proper support, accurate placement, and individualized care.     

Throughout her youth and early adulthood, Evie remained committed to hands-on service—mentoring peers with disabilities, opening her home to young adults in need, and working directly with individuals who lacked stable housing or appropriate care. Time and again, she witnessed the same issue: people with special needs were being placed based on availability rather than suitability, often without advocacy or consideration for their long-term well-being.        These experiences shaped the foundation of A Place for All Care Needs.

The organization was established to bridge gaps in care by advocating for individuals with special needs and helping them access placements that align with their specific level of support, safety needs, and personal circumstances. Whether navigating housing transitions, service coordination, or system barriers, the focus remains on ensuring each individual is treated as a person—not a placement.   

Today, A Place for All Care Needs serves adults with disabilities and complex needs by offering compassionate advocacy and guidance through some of life’s most vulnerable transitions. Every placement is approached with intention, care, and respect, recognizing that the right environment can change the course of a person’s life.      This work is rooted in service, driven by empathy, and guided by the belief that everyone deserves a place where they are supported, valued, and safe.

THE MISSION:
Lucy Richards

Lucy’s advocacy began in 1996 with the birth of her daughter. Sheyla has autism, developmental delay and learning disabilities. In New Jersey, she mastered the complex maze of IEPs and State support, becoming a champion for a community that often felt invisible. When she moved to Texas, she brought that "Jersey Grit" to Ellis County, turning gaps in local support into seeds of change.

In 2022, Lucy’s dream took shape as she built a network of families sharing her reality. At Empowering the Disabled Community: “We aren’t just a group; we are a family,” Lucy insists. “And families don’t let each other navigate the dark alone.” This network became the heart of the nonprofit On the Brighter Side of Texas, where Lucy now serves as a public force for every individual with special needs.

By bridging the grassroots heart of the nonprofit with the professional expertise of this agency, A Place for All Care Needs provides a full circle of support. The goal leans towards a future where everyone, regardless of ability, has a place to thrive and a place to call home.
